อะไรคือ ทุนฝึกอบรมดูงานขาออกระหว่างประเทศ (IOF)?
IOF เป็นโปรแกรมรับการสนับสนุนจากสหภาพยุโรปภายใต้กรอบแผนงานฉบับที่ ๗ ของสหภาพยุโรป ( Seventh Framework Program, FP7) เพื่อการวิจัยและพัฒนาเทคโนโลยีของ FP7 ซึ่งจัดทำขึ้นเพื่อสนับสนุนให้นักวิจัยในยุโรปใช้เวลาดำเนินการวิจัยในสถาบันที่อยู่นอกยุโรปรวมทั้งมหาวิทยาลัยของไทยและสถาบันการวิจัยอื่นๆ
ใครสามารถสมัครทุน IOF ได้?
นักวิจัยจากประเทศสมาชิกสหภาพยุโรปและประเทศที่เกี่ยวข้อง ที่ต้องการสมัครขอรับทุน IOF จะต้องเป็นนักวิจัยที่มีวุฒิการศึกษาระดับปริญญาเอกหรือมีประสบการณ์การวิจัยเต็มเวลาอย่างน้อย 4 ปีหรือได้รับอนุญาตให้ศึกษาต่อในระดับปริญญาเอก ซึ่งหัวข้อการวิจัยได้รับการสนับสนุน
ข้อเสนอโครงการในการสมัครขอรับทุน IOF
ทุกสาขาด้านการวิจัยทางวิทยาศาสตร์และเทคโนโลยีที่เป็นที่สนใจของสหภาพยุโรป ยกเว้นการวิจัยด้านนิวเคลียร์ซึ่งขอบเขตการวิจัยอยู่ภายใต้สนธิสัญญา EUROTOM ไม่สามารถสมัครขอรับทุน IOF ได้
กองทุน IOF ทำงานอย่างไร
ข้อเสนอที่ถูกส่งโดยองค์กรเจ้าภาพร่วมกัน เช่น มหาวิทยาลัย สถาบันการวิจัยและนักวิจัยที่มีประสบการณ์ของไทยกับบุคลากรในยุโรป ข้อเสนอที่มีสิทธิจะได้รับการประเมินโดยผู้เชี่ยวชาญอิสระภายนอกตามชุดของเกณฑ์ที่กำหนดไว้ล่วงหน้า
ทุนครอบคลุมอะไรบ้าง?
การสนับสนุนทางการเงิน ประกอบด้วย เงินสนับสนุนการวิจัยให้นักวิจัยชาวยุโรปเป็นเวลา 36 เดือนเต็มหรือเทียบเท่า รวมทั้งขั้นตอนการเดินทางออกนอกประเทศครั้งแรก (ระหว่าง 12 และ 24 เดือน) ในประเทศที่สามและขั้นตอนการเดินทางกลับคืนสู่ประเทศในสหภาพยุโรปหรือประเทศรัฐสมาชิกสหภาพหรือประเทศที่เกี่ยวข้องตามข้อบังคับ (12 เดือน)
มหาวิทยาลัยหรือสถาบันการวิจัยไทยถือเป็นสถาบันเจ้าภาพได้หรือไม่?

ทุน IOF ประกอบด้วยอะไรบ้าง ?
ทุน IOF อาจรวมถึง
§การฝึกอบรม - ผ่านการวิจัยภายใต้การกำกับดูแลโครงการ ผ่านโครงการส่วนบุคคลแต่ละโครงการ
§ Hands - on การฝึกอบรมเพื่อพัฒนาทักษะทางวิทยาศาสตร์ของท่าน (เทคนิคหรืออุปกรณ์เครื่องมือใหม่ ฯลฯ ) และทักษะเสริมของท่าน (การจัดทำข้อเสนอเพื่อขอเงินทุน การยื่นขอจดสิทธิบัตร การบริหารจัดการโครงการ การประสานงานโครงการ การเป็นเจ้าหน้าที่ด้านเทคนิคกำกับดูแลการดำเนินโครงการและอื่น ๆ )
§การถ่ายทอดองค์ความรู้ระหว่างองค์กร – ภาคการผลิตหรือสหวิทยาการ
§เสริมสร้างความร่วมมือ
§พัฒนาทักษะการบริหารโครงการทางวิทยาศาสตร์และการเงินของโครงการวิจัยผ่านการฝึกอบรมหรือกิจกรรมการเผยแพร่ที่จัดโดยองค์กร
ใครเป็นผู้ตัดสิน?
ข้อเสนอโครงการ IOF จะได้รับการคัดเลือกแบบเปิดเผย โปร่งใส โดยกรรมการอิสระภายนอก ขึ้นกับความเป็นเลิศโดยใช้ชุดของเงื่อนไขที่กำหนดไว้ล่วงหน้า
วิธีการสมัคร
กำหนดการเปิดรับข้อเสนอโครงการ IOF ในรอบถัดไปเริ่มวันที่ 16 มีนาคม 2011 และจะหมดเขตรับข้อเสนอโครงการในวันที่ 11 สิงหาคม 2011 ข้อเสนอโครงการจะต้องได้รับการพัฒนาร่วมกับพันธมิตรในยุโรปเท่านั้น

European Union FP7 International Outgoing Fellowships (IOF)
- An Opportunity to Invite European Researchers to Conduct Research in Thailand
What are International Outgoing Fellowships (IOF)?
IOF is a program funded by the European Union Seventh Framework Program for Research and Technological Development of FP7. They are designed to encourage European researchers to spend time conducting research in institutions outside of Europe including Thai universities and research institutes.
Who can apply?
IOFs are for researchers from EU Member States and Associated Countries. To apply, the researcher must have either a doctoral degree or at least 4 years’ full-time equivalent research experience, after obtaining a degree permitting them to embark on a doctorate.
Which research topics are supported?
IOF proposals are welcomed from all areas of scientific and technologies research that are of interest to the EU. But there is one exception: research areas covered by the EUROTOM Treaty (nuclear research) cannot be funded.
How does it work?
Proposals are submitted jointly by the host organisation e.g a Thai university of research institute and the individual experienced researcher in Europe. Eligible proposals are evaluated by external independent experts against a series of predetermined criteria.
What does the funding cover?
Financial support will be provided to the European researcher for a period of up to 36 months full-time equivalent, including an initial outgoing phase (between 12 and 24 months,) in a third country and a mandatory reintegration phase (12 months) in European Union Member State or Associated Country.
Do Thai Universities or Research Institutes Qualify as a Host Institution?
Yes.
What do the IOF’s include?
The fellowships may include:
§ Training-through-research under supervision, through an individual personalized project
§ Hands-on training to develop your scientific skills (new techniques or instruments, etc) and your complementary skills (proposal preparation to request funding, patent applications, project management, tasks coordination, technical staff supervision, etc)
§ Inter-sectoral or interdisciplinary knowledge transfer
§ Building Collaborations
§ Active scientific and financial management of a research project developing organizational skills through organisation of training or dissemination events
Who decides?
IOF proposals are selected in an open competition. Selection is through transparent, independent peer review, based on excellence using a series of predetermined criteria.
How to apply?
The next Call for proposals is scheduled for 16 March, 2011 with a deadline of 11 August, 2011. Proposals need to be developed in cooperation with a European partner.
