ทุนฝึกอบรมดูงานขาเข้าระหว่างประเทศ (IIF) ของสหภาพยุโรปภายใต้กรอบแผนงานฉบับที่ ๗ (FP7) เปิดให้นักวิจัยไทย













ทุนฝึกอบรมดูงานขาเข้าระหว่างประเทศ (IIF) คืออะไร?
ทุนฝึกอบรมดูงานขาเข้าระหว่างประเทศออกแบบเพื่อให้นักวิจัยจากนอกยุโรปมีโอกาสได้ทำงานในโครงการวิจัยในยุโรป ซึ่งจะช่วยพัฒนาความร่วมมือด้านการวิจัยระหว่างยุโรปและส่วนอื่น ๆ ของโลกเพื่อประโยชน์ของทุกคนและประชาคมโลก
วัตถุประสงค์ของทุนฝึกอบรมดูงานขาเข้าระหว่างประเทศมารีคูรี คืออะไร
โปรแกรมนี้ออกแบบมาเพื่อดึงดูดนักวิจัยที่มีประสบการณ์ระดับสูงจากนอกยุโรปเพื่อให้มาร่วมงานและทำวิจัยในยุโรปเป็นเวลา 1 และ 2 ปี (ช่วงขาเข้า) เพื่อนำไปสู่การพัฒนาร่วมกัน - ประโยชน์การวิจัยปฏิบัติการ - นอกจากนี้ยังมีความเป็นไปได้ที่จะได้รับการสนับสนุนทางการเงินเมื่อกลับไปทำงานในประเทศไทยได้อีกถึง 1 ปี
ผู้มีสิทธิ์สมัครรับทุน IIF
นักวิจัยจากประเทศไทยที่มีสิทธิ์สมัครรับทุน IIF คุณสมบัติขั้นต่ำจะต้องมีการศึกษาระดับปริญญาเอกหรือมีประสบการณ์การวิจัยเต็มเวลาอย่างน้อย 4 ปีหรือเทียบเท่า หรือได้รับอนุญาตให้ศึกษาต่อในระดับปริญญาเอก    หากมีประสบการณ์มากและดีกว่าโอกาสที่จะได้รับทุนยิ่งมีมากขึ้น ใบสมัครของท่านจะต้องส่งผ่านผู้ประสานงานกลางกับองค์กรหรือสถาบันที่จะยินดีรับเป็นเจ้าภาพในการฝึกอบรมดูงานในยุโรป ได้แก่ มหาวิทยาลัย ศูนย์วิจัยหรือ บริษัทในยุโรป
หัวข้อการวิจัยที่ให้การสนับสนุน
สาขาการวิจัยทางวิทยาศาสตร์และเทคโนโลยีส่วนใหญ่มีสิทธิ์สมัครรับทุน IIF ยกเว้นการวิจัยด้านนิวเคลียร์ซึ่งอยู่ภายใต้สนธิสัญญาสหภาพยุโรป "Euratom"
เงินทุน IIF ทำงานอย่างไร
ข้อเสนอโครงการของท่านจะถูกส่งร่วมกับองค์กรในยุโรปที่รับเป็นเจ้าภาพฝึกอบรมดูงานของท่าน โดยมีท่านเป็นนักวิจัยร่วม   ท่านในฐานะนักวิจัยจะต้องจัดทำข้อเสนอโครงการความร่วมมือกับพันธมิตรในยุโรป ข้อเสนอที่มีสิทธิจะได้รับการประเมินโดยผู้เชี่ยวชาญอิสระภายนอกตามชุดเงื่อนไขที่กำหนดไว้ล่วงหน้าแล้ว
การสนับสนุนทางการเงินสำหรับข้อเสนอโครงการที่ได้รับเลือกเป็นระยะเวลาตั้งแต่ 12 ถึง 24 เดือนเต็มเวลาเทียบเท่า (และมีความเป็นไปได้ที่จะได้รับการสนับสนุนต่ออีก 12 เดือนเมื่อกลับไปทำงานที่เมืองไทย)
ทุนครอบคลุมอะไรบ้าง?
เงินทุน IIF จัดสรรให้สําหรับโครงการวิจัยที่จะถ่ายทอดองค์ความรู้ให้องค์กรที่รับเป็นเจ้าภาพ เพื่อสร้างหรือเสริมสร้างความร่วมมือระหว่างยุโรปและส่วนที่เหลือของโลก นอกจากนี้โครงการวิจัยยังช่วยให้ท่านมีความก้าวหน้าในวิชาชีพของท่าน การสนับสนุนทางการเงินสําหรับ 12-24 เดือน (เทียบเท่าเต็มเวลา) อาจครอบคลุมค่าใช้จ่ายของคุณในการกลับไปปฏิบัติงานในประเทศไทยได้อีก 1 ปี เงินทุน IIF ให้การสนับสนุนครอบคลุม 100% ของงบประมาณทั้งหมดของโครงการ รวมทั้งเงินเดือนนักวิจัย ตลอดจนค่าใช้จ่ายที่ใช้ในการถ่ายทอดองค์ความรู้และค่าขนย้าย    ค่าใช้จ่ายในการเดินทางรวมทั้งค่าใช้จ่ายที่เกี่ยวข้องกับการวิจัยที่นอกเหนือจากนี้ โดยองค์กรเจ้าภาพในยุโรปจะได้รับเงินสมทบค่าโสหุ้ยและค่าใช้จ่ายในการบริหารจัดการ
เงินทุนช่วยให้คุณสามารถทำอะไรได้บ้าง
เงินทุนสามารถช่วยให้ท่าน : §สามารถเข้าร่วมทีมนักวิจัยยุโรปที่ไม่มีประสบการณ์งานในสาขาของท่าน§สร้างการทำงานร่วมกันกับห้องปฏิบัติการและประเทศของท่านผ่านโครงการวิจัย§ได้รับความรู้ใหม่จากห้องปฏิบัติการในยุโรป
ใครเป็นผู้ตัดสิน?
ข้อเสนอ IIF จะได้รับการคัดเลือกอย่างเปิดเผย โปร่งใสโดยกรรมการอิสระภายนอก ขึ้นกับความเป็นเลิศตามชุดเงื่อนไขที่กำหนดไว้ล่วงหน้าแล้ว
เงินสนับสนุนมากน้อยอย่างไร?
เงินสมทบของสหภาพยุโรปขึ้นอยู่กับปัจจัยต่างๆ หลายปัจจัยรวมถึงระดับประสบการณ์และสถานภาพทางครอบครัว ประเทศที่ตั้งขององค์กรเจ้าภาพ และลักษณะของโครงการว่าเป็นโครงการพื้นฐานของห้องปฏิบัติการนั้นหรือไม่
วิธีการสมัคร
กำหนดการเปิดรับข้อเสนอโครงการในรอบถัดไป เริ่มวันที่  16 มีนาคม 2011 และจะหมดเขตรับข้อเสนอโครงการในวันที่ 11 สิงหาคม 2011 ข้อเสนอโครงการจะต้องได้รับการพัฒนาร่วมกับพันธมิตรในยุโรปเท่านั้น

European Union FP7 International Incoming Fellowships (IIF) Open to Thai Researchers

What are International Incoming Fellowships (IIF)?
International Incoming Fellowships are designed to give researchers from outside of Europe an opportunity to work on research projects in Europe.  This helps to develop research cooperation between Europe and other parts of the world to everybody’s benefit.

What is the aim of the Marie Curie International Incoming Fellowships?
This program is designed to attract top-class experienced researchers from outside of Europe to work and undertake research in Europe for 1 to 2 years (incoming phase), with a view to developing mutually-beneficial research co-operation. There is also the possibility of financial support on your return to Thailand for up to 1 year.

Who can apply?
Researchers from Thailand are eligible for an IIF. To apply, you must have either a doctorate degree or at least 4 years’ full-time equivalent research experience, after obtaining a degree permitting you to embark on a doctorate. But that is the minimum. The more experience you have, the better will be your chances of being accepted.  Your application must be submitted in liaison with the organization or institution that would be willing to host you in Europe. Host organizations can be universities, research centres or companies.

Which research topics are supported?
Most areas of scientific and technological research with the exception of nuclear research covered under the EU “Euratom” treaty, are eligible for IIF funding.

How does it work?
Proposals are submitted jointly with a “host” organisation in Europe and you as the researcher. You, the researcher, develops the proposal in cooperation with a European partner. Eligible proposals are evaluated by external independent experts against a series of predetermined criteria. Financial support will be provided to the selected proposals for a period of 12 to 24 months full-time equivalent (plus, if applicable, an eventual return phase of 12 months).

What does the funding cover?
IIF funding is provided for a research project which will transfer knowledge into your host organization, and build or enhance collaborations between Europe and the rest of the world. The research project will also allow you to advance your career. Financial support is provided for 12-24 months (full-time equivalent). Funding may also be provided which will cover your expenses on returning to Thailand for up to a year. The financial support for Incoming Fellowships takes the form of a grant covering up to 100% of the budget. This includes a salary for the researcher as well as funding provided for transfer of knowledge and trans-national mobility. An allowance for travel costs, as well as a contribution towards research-related costs is also provided. In addition the host organisation in Europe receives contributions to overheads and management costs.


What does the funding allow you to do?
Funding allows you to:
§  join a European research team that doesn’t have your experience
§  establish a collaboration through a research project with your lab and your country
§  gain new knowledge in a European lab

Who decides?
IIF proposals are selected in an open competition. Selection is through transparent, independent peer review, based on excellence using a series of predetermined criteria.

How much funding is involved per fellowship?
The European Union's contribution depends on several parameters including level of experience and family situation, the country where the host organisation is established and whether it is a laboratory based project or not.

How to apply?
The next Call for proposals is scheduled for 16 March, 2011 with a deadline of 11 August, 2011.  Proposals need to be developed in cooperation with a European partner.
