JOINT CALL FOR EUROPEAN RESEARCH PROJECTS ON RARE DISEASES DRIVEN BY YOUNG INVESTIGATORS (JTC 2012)

     ขอแจ้งข่าวและรายละเอียดการเปิดรับข้อเสนอโครงการสำหรับนักวิจัยรุ่นใหม่ (JTC 2012) ของสหภาพยุโรป ในหัวข้อโรคหายากให้ทราบอีกครั้ง  นักวิจัยรุ่นใหม่ไทยที่ทำงานวิจัยใน 10 ประเทศที่เข้าร่วมโครงการนี้ หากมีคุณสมบัติตรงตามกำหนดสามารถยื่นข้อเสนอโครงการหรือแสดงความจำนงต้องการเข้าร่วมโครงการวิจัยนี้ได้

รายละเอียดโครงการและคุณสมบัติกำหนดของผู้สนใจเข้าร่วมโครงการและอื่น ตามปรากฎในประกาศข้างท้ายนี้
Ten countries from the European Research Area are joining this call: Austria, Belgium (Flanders), France, Germany, Israel, The Netherlands, Poland, Portugal, Spain and Turkey.
The aim of this call is provide young, independent investigators the opportuinity of building transnational collaborations in the field of rare disease research.
Transnational research proposals must cover at least one of the following areas, which are equal in relevance for this call:
a/ Collaborative research using patient databases and corresponding collections of biological material that would generally not be possible at a national scale. This research must have clear potential for clinical/public helath or socio-economic application and well-defined scientific objectives e.g.:
- Definition of new nosological entities, epidemiological studies, genotype/phenotype correlations, natural history of diseases
-  Characterisation of the genetic/molecular basis of specific diseases
b/ Research on rare diseases including genetic, epigenetic and pathophysiological studies, using innovative and shared resources, technologies (OMICS, new generation sequencing, etc.) and expertise. The clinical relevance of this research must be clearly demonstrated;
c/ Research on development of applications for diagnosis and therapies for rare diseases. This may include identification, characterization and/or validation of (bio)-markers for diagnosis and prognosis, development of innovative screening systems and diagnostic tools, the generation of relevant cellular and/or animal models, and preclinical studies using pharmacological, gene or cell therapies;
d/ Patient oriented research in the area of social and human sciences - e.g. psychological, psychosocial and behavioral research - as well as health services and helath economy research in the field of rare disorders.
Interventional clinical trials are excluded from the scope of the call.
Projects shall involve a group of rare diseases or a single rare disease following the European definition i.e. a disease affecting not more than five in 10 000 persons in the European Community. Rare infectious diseases, rare cancers and rare adverse drug events in treatments of common diseases are excluded from the scope of this call. 
Project proposals must clearly demonstrate the potential health impact as well as the added-value of transnational collaboration: gathering a critical mass of patients/biological material, sharing of resources (models, databases, diagnosis etc.), harmonization of data, sharing of specific know-how and/or innovative technologies, etc.
Funding is granted for a maximum of three years.
Who can apply
Applicants must have the necessary qualifications (postdoctoral experience) and the required infrastructure to perform the project. It is essential that applicants have published excellent work in the international scientific journals or have made recognized contributions in the scientific community to the development of a particular field. Candindates must have prove that they are scientifically independent, for example that they lead or have led  a research group or project.
Each submitted proposal must involve a minimum of 3 and a maximum of 6 research groups from at least 3 different countries participating to this call: Austria, Belgium, France, Germany, Israel, The Netherlands, Poland, Portugal and Spain.
All prinicipal investigators, including the coordinator of such consortium must be "young investigators" (see below).
The young investigator must have been awarded his/her first PhD/MD or equivalent doctoral degree, at least 2 and up to 10 years prior pre-proposal submission deadline of the E-Rare-2 JTC 2012. Extensions to this period may be allowed in case of eligible career breaks, which must be properly documented. The cumulative eligibility period should not in any case surpass 14 years and 6 months following the award of the first PhD/MD.
No allowance will be made for principal investigators working part-time.

Procedure
The submission and evaluation process will be managed by the E-Rare-2 secretariat for the Joint Transnational Call 2012 (JTC 2012). Whilst research groups from several countries will submit applications jointly, individual groups will be funded by the individual funding organisation of their country/region that is participating in the E-Rare-2 JTC 2012. Applicants are therefore subject to eligibility criteria of individual funding organisations.
There will be a two-stage submission procedure: joint pre-proposals (in English) must be received by the Joint Call Secretariat in an electronic version  no later than 31st January 2012 at 12:00 CET. The pre-proposals that are selected by the international Scientific Evaluation Committee (SEC) will be invited to submit a full proposal. The decision on selection of applicants for invitation to full proposal submission will be communicated by the start of April 2012.

กรอบความร่วมมือด้านวิทยาศาสาตร์และเทคโนโลยีฉบับใหม่ของสหภาพยุโรป “Horizon 2020”





            กรอบความร่วมมือด้านการพัฒนาวิทยาศาสาตร์และเทคโนโลยีฉบับที่ 7 ของสหภาพยุโรป หรือที่เรียกกันสั้นๆ ว่า FP 7 จะสิ้นสุดลงในปี 2013 อียูจึงได้จัดทำกรอบความร่วมมือด้านวิทยาศาสาตร์และเทคโนโลยีฉบับใหม่ขึ้นมาโดยใช้ชื่อว่า Horizon 2020
กรอบความร่วมมือด้านวิทยาศาสาตร์และเทคโนโลยีฉบับใหม่ต่างจากฉบับอื่นๆ ตรงที่จัดทำขึ้นตามกรอบกลยุทธ์สามัญ หรือ Common Strategic Framework ซึ่งเป็นกลยุทธ์ในปี 2020 ของอียู โดยกำหนดให้มีหน่วยงานเดียวรับผิดชอบจัดสรรทุนสนับสนุนด้านการวิจัยและนวัตกรรม ภายใต้ชื่อโครงการ Horizon 2020  มีวัตถุประสงค์เพื่อให้นักวิจัยสามารถเข้าถึงแหล่งเงินทุนได้ง่าย และรวดเร็วขึ้น อีกทั้งยังลดความซ้ำซ้อนของการให้ทุนและการกระจายทุนที่แต่ละประเทศจัดสรรเพื่อการวิจัยและนวัตกรรมของตนเองในสหภาพยุโรป โดยเชื่อว่าจะช่วยเพิ่มแรงจูงใจด้านงานวิจัยและนวัตกรรมของนักวิจัยยุโรปได้อีกด้วย   

การดูแลทุนให้แก่สมาชิกเป็นแบบ one stop shop  ซึ่งในช่วงปี 2007-2013  มีการจัดสรรทุนแยกตามกิจกรรม เป็น Framework Programme for Research and Technological Development (FP 7 ที่ประเทศไทยมีส่วนร่วมในฐานะภาคีประเทศที่สาม) Competitiveness and Innovation Framework Programme (CIP) และ European Institute of Innovation and Technology (EIT) 


  
          สหภาพยุโรปเล็งเห็นว่าการบูรณาการนโยบายและแหล่งทุนของอียูจากงานวิจัยสู่งานวิจัยเชิงพาณิชย์เป็นการนำองค์ความรู้ไปสู่นวัตกรรม การบริการใดๆที่ช่วยสนับสนุนกระบวนการด้านนวัตกรรมนอกเหนือจากนวัตกรรมทางเทคโนโลยี จะช่วยเพิ่มโอกาสทางการตลาดด้านนวัตกรรมของสหภาพยุโรป นอกจากนี้สหภาพยุโรปยังมีนโยบายขยายการมีส่วนร่วมการให้ความสนับสนุนจากภาคอุตสาหกรรม อุตสาหกรรมขนาดกลางและขนาดย่อม (SMEs) โดยอาศัยความคล่องตัวและยืดหยุ่นของธุรกิจ SMEs มาใช้ในการพัฒนาผลิตภัณฑ์และบริการใหม่ๆ   พร้อมกันนี้ยังส่งเสริมการมีส่วนร่วมของนักวิจัยหญิง (Female Researcher) และการร่วมมือกับประเทศที่สาม เพื่อให้ได้มาซึ่งความรู้ใหม่ๆที่เกิดขึ้นภายนอกสหภาพยุโรปอีกด้วย
     งบวิจัยภายใต้โครงการ Horizon 2020 คาดว่าจะมีสูงถึง 8.0 หมื่นล้านยูโรทีเดียว ในสาขาต่างๆ

นักวิทยาศาสตร์ค้นพบความลับของการงอกก้านครีบปลา







นักวิทยาศาสตร์ที่มหาวิทยาลัย คอนสแตนซ์ทางตอนใต้ของประเทศเยอรมนีแถลงถึงความสำเร็จในงานวิจัยสามศตวรรษที่ผ่านมาว่าสัตว์บางชนิดสามารถงอกรยางค์หรือแขนขาที่ด้วนได้อย่างไร

มีสัตว์จำนวนมากที่สามารถงอกรยางค์ขึ้นใหม่ได้ โดยเฉพาะปลาม้าลาย ซึ่งเป็นปลาน้ำจึดพบมากในภาคตะวันออกเฉียงใต้ของเทือกเขาหิมาลัย  เป็นปลาน้ำจืดที่สามารถงอกครีบ อวัยวะ และกล้ามเนื้อหัวใจที่สูญเสียไปได้


นักวิทยาศาสตร์ทราบมานานแล้วว่าปลาม้าลายใช้กรดวิตามินเอ หรือกรดเรติโอนิคเพื่อสร้างก้านครีบของมัน แต่ไม่มีใครทราบแน่นอนว่ากรดดังกล่าวทำงานอย่างไร นิโคลา บลูม นักศึกษาปริญญาเอกที่มหาวิทยาลัยคอนสแตนซ์ ซึ่งเป็นหนึ่งในทีมนักวิจัยนำโดย เกอริต เบอเกอมันน์ เป็นคนแรกที่แสดงให้เห็นว่ากรดวิตามินเอเป็นสารสำคัญในการงอกนี้


เป็นความสำเร็จครั้งยิ่งใหญ่สำหรับพวกเรา เบเกอมันน์บอกกับหนังสือพิมพ์ เดอะโลคอล งานวิจัยนี้ได้รับการยกย่องว่าเป็นความก้าวหน้าชิ้นหนึ่งทางวิทยาศาสตร์ เนื่องด้วยไตรมาสของศตวรรษที่ผ่านมานักวิทยาศาสตร์ยังงวยงงกับผลของการเพิ่มขี้นของกรดวิตะมินเอเทียมเพื่อสร้างก้านครีบขี้นมาใหม่ จนถึงปัจจุบันไม่มีใครสนใจที่จะศึกษาการทำงานที่แท้จริงของกรดนี้ เราแสดงให้เห็นว่ากรดวิตามินเอ มีความสำคัญอย่างแท้จริงในขบวนการงอกก้านครีบของปลาม้าลาย

ก่อนที่ครีบของปลาม้าลายจะงอกขี้นมาใหม่ จะมีชั้นของเนื้อเยื่อมาปิดหุ้มบาดแผลไว้ เซลล์ที่อยู่ใต้ส่วนที่เป็นตอเนื้อเยื่อนี้เรียกว่า บลาสติมา  นักวิทยาศาสตร์พบว่าปลาใช้ลักษณะพิเศษทางพันธุกรรมควบคุมการใช้กรดเพื่อสร้างเซลล์บลาสติมา นั่นหมายถึงว่าสัตว์สามารถสร้างกลุ่มเซลล์รอไว้เพื่อที่จะสร้างครีบขี้นมาใหม่


สัตว์รวมทั้งมนุษย์สามารถสร้างกรดวิตามินเอ หรือกรดเรติโอนิคจากวิตามินเอ ซึ่งสามารถกระตุ้นยีนที่เกี่ยวข้องในการงอกใหม่ได้ ทารกในหญิงตั้งครรภ์ที่ไม่ได้รับวิตามินเอเพียงพอจากอาหารมักจะมีพัฒนาการต่ำ แต่นั่นก็มิได้หมายความว่าอาหารเสริมวิตามินเอ จะช่วยให้ขาที่ถูกตัดขาดงอกขึ้นมาใหม่ได้ เบกเกมันน์กล่าวว่า เขาต้องการให้การค้นพบครั้งนี้สามารถนำไปประยุกต์ใช้ทางการแพทย์ได้ ปัญหาคือมนุษย์เราไม่สามารถงอกเนื้อเยื่อได้ ซึ่งขณะนี้ยังไม่มีคำอธิบายว่า...ทำไม

การเปิดรับข้อเสนอโครงการเรื่องโรคที่หายากขับเคลื่อนโดยนักวิจัยรุ่นใหม่ ประจำปี 2012 ของสหภาพยุโรป




วัตถุประสงค์ของการเปิดรับข้อเสนอโครงการเรื่องโรคที่หายากขับเคลื่อนโดยนักวิจัยรุ่นใหม่ก็เพื่อเปิดโอกาสให้นักวิจัยอิสระรุ่นใหม่สร้างความร่วมมือข้ามชาติในสาขางานวิจัยโรคหายากโครงการความร่วมมือข้ามชาติควรอยู่บนพื้นฐานการเสนอสนองและการแบ่งปันความเชี่ยวชาญ ซึ่งจะต้องแสดงว่ามีมูลค่าเพิ่มของความร่วมมือและผลของผลงานวิจัยที่คาดหวังต่อคนไข้ที่เป็นโรคหายากอย่างชัดเจน ผู้มีสิทธิ์เสนอโครงการจะต้องเป็นนักวิจัยรุ่นใหม่ที่ได้รับปริญญาเอกหรือแพทยศาสตร์บัณฑิต(PhD/MD) หรือเทียบเท่าปริญญาเอกระหว่าง 2-10 ปี ยกเว้นในกรณีที่มีช่วงพักงานให้ส่งหลักฐานเพื่อประกอบการพิจารณาได้

E-rare เริ่มเปิดรับข้อเสนอโครงการวิจัยร่วมข้ามชาติครั้งที่ 4 ภายใต้หัวข้อเรื่อง “โรคหายาก” เมื่อวันที่ 7 ธันวาคม 2011 ที่ผ่านมา มี 9 ประเทศจากสาขาการวิจัยของยุโรปเข้าร่วมเสนอโครงการในครั้งนี้ ได้แก่ ออสเตรีย เบลเยียม เยอรมนี อิสารเอล เนเธอร์แลนด์ โปแลนด์ โปรตุเกสและสเปน (ตุรกียังรอผลการพิจารณาว่าจะสามารถเข้าร่วมโครงการในครั้งนี้ได้หรือไม่)
โครงการนี้จะต้องเกี่ยวข้องกับกลุ่มโรคหายากหรือโรคหายากโรคใดโรคหนึ่งก็ได้ตามคำนิยามของยุโรป เช่น โรคที่อุบัติขึ้นไม่เกิน 5 ใน 10,000 ราย ของประชาคมยุโรป ทั้งนี้ไม่รวมโรคติดเชื้อที่หายาก โรคมะเร็งที่หายากและโรคที่หายากอันเนื่องมาจากผลอันไม่พึงประสงค์จากยาที่ใช้รักษาโรคธรรมดา
ข้อเสนอโครงการจะต้องครอบคลุมหนึ่งในสาขาหรือมีความเชื่อมโยงที่ทัดเทียมกัน ดังต่อไปนี้
-งานวิจัยร่วมการใช้ฐานข้อมูลผู้ป่วยและธนาคารชีวภาพซึ่งมีศักยภาพที่ชัดเจน สามารถนำไปใช้ในการรักษา/สาธารณสุขและเศรษฐกิจสังคม
-งานวิจัยเกี่ยวกับโรคที่หายากรวมทั้งการศึกษาด้านพันธุศาสตร์ การศึกษาการเปลี่ยนแปลงพันธุกรรมที่ไม่เกี่ยวกับลำดับของ DNA (epigenetics) และการศึกษาด้านพยาธิสรีรวิทยา
-งานวิจัยและพัฒนาเพื่อนำไปประยุกต์ใช้ในการวินิจฉัยและรักษาโรคที่หายาก
-งานวิจัยที่มุ่งเน้นผู้ป่วยในสาขาสังคมและมนุษยวิทยา งานวิจัยเพื่อให้บริการสาธารณสุขและงานวิจัยด้านเศรษฐศาสตร์สาธารณสุขที่เกี่ยวข้องกับโรคหายาก
     ทั้งนี้ไม่รวมการศึกษาผลของยาในทางคลินิก
ข้อเสนอโครงการความร่วมมือข้ามชาติที่จะได้รับเงินสนับสนุนงานวิจัยจะต้องประกอบด้วย กลุ่มนักวิจัย 3-6 กลุ่มจากประเทศต่างๆ อย่างน้อย 3 ประเทศข้างต้น กลุ่มนักวิจัยจากสถาบันที่มีเงินสนับสนุนเงินวิจัยแต่มิได้เป็นสมาชิกในการเรียกข้อเสนอโครงการ E-rare-2 สามารถเข้าร่วมโครงการได้โดยใช้เงินจากหน่วยงานของตนเอง ระยะเวลาในการดำเนินโครงการไม่เกิน 3 ปี
หัวหน้าโครงการรวมทั้งผู้ประสานงานโครงการของกลุ่มจะต้องเป็นนักวิจัยรุ่นใหม่ที่ได้รับปริญญาเอกหรือแพทยศาสตร์บัณฑิต(PhD/MD) หรือเทียบเท่าปริญญาเอกในระหว่าง 2-10 ปี ยกเว้นในกรณีที่มีการหยุดงานตามสิทธิ์ให้ส่งหลักฐานการหยุดงานเพื่อประกอบการพิจารณาได้
การยื่นข้อเสนอโครงการ ดำเนินการโดยเลขานุการร่วมการรวบรวมข้อเสนอโครงการ (Joint Call Secretariat, JCS) มี 2 ขั้นตอน
ขั้นตอนที่ 1 ยื่นร่างข้อเสนอโครงการ กำหนดหมดเขต 31 มกราตม 2012, 12.00 CET เมื่อผ่านการพิจารณาในขั้นตอนที่ 1 ข้อเสนอโครงการฉบับสมบูรณ์จะได้รับการพิจารณาในขั้นตอนที่ 2 ก็ต่อเมื่อ JCS ส่งหนังสือเชิญไปยังผู้สมัครให้ยื่นข้อเสนอโครงการฉบับสมบูรณ์เท่านั้น
นักวิจัยที่กำลังมองหาพันธมิตร สามารถโพสต์ความต้องการของตนเองได้ในฟอรั่ม E - mail : Rare  (http://www.e-rare.eu/forum/3)
การเปิดรับข้อเสนอโครงการครั้งที่ 3 ในหัวข้อดังกล่าวมีขึ้นเมื่อเดือนธันวาคม 2010 มี 9 ประเทศเข้าร่วมโครงการ ได้แก่ ออสเตรีย เบลเยียม ฝรั่งเศส เยอรมนี กรีซ อิสราเอล อิตาลี สเปนและตุรกี มีผู้สนใจยื่นร่างข้อเสนอโครงการเพื่อเข้ารับการพิจารณาทั้งสิ้น 146 โครงการ มี 139 โครงการที่ผ่านการคัดกรองให้เข้าสู่กระบวนการขั้นตอนที่ 1 และ 39 โครงการผ่านการพิจารณาให้เข้าสู่กระบวนการขั้นตอนที่ 2 โครงการยอดเยี่ยม 13 โครงการได้รับเงินสนับสนุนการวิจัย คิดเป็นเงินวิจัยรวม 9 ล้านยูโร
เป็นที่น่าเสียดายที่โครงการดีๆ เช่นนี้ นักวิจัยรุ่นใหม่ของไทยซึ่งเป็นประเทศที่สามไม่สามารถเข้าร่วมได้ อย่างไรก็ดีรูปแบบการเปิดรับข้อเสนอโครงการ กระบวนการกลั่นกรอง เพื่อให้เงินสนับสนุนงานวิจัยของสหภาพยุโรป หน่วยงานไทยที่เป็นผู้ให้ทุนวิจัยสามารถนำมาปรับใช้เพื่อคัดเลือกโครงการบูรณาการเด่นๆที่มีศักยภาพจากหน่วยงานวิจัยภายในประเทศของเราในแต่ละสาขา เพื่อให้เงินสนับสนุนแก่โครงการวิจัยที่เป็นประโยชน์และตอบโจทย์ปัญหาและความต้องการของประเทศเราจริงๆ ได้

คณะรัฐมนตรีการคลังของสหภาพยุโรปยืนยันการจัดหาเงินทุนสภาพภูมิอากาศ




จากบทความของบาร์บารา ลูอิส ผู้สื่อข่าวแห่งสำนักข่าวรอยเตอร์ ซึ่งตีพิมพ์ใน World Environment News –November 10, 2011 Planet Ark รายงานว่า เมื่อวันอังคารที่ 8 พ.ย. 2011 ที่ผ่านมา คณะรัฐมนตรีการคลังของสหภาพยุโรปได้ลงนามอนุมัติเงินมากกว่า 4 พันล้านยูโร (หรือเท่ากับ 5.5 พันล้านดอลลาร์) เพื่อใช้เป็นกองทุนระยะสั้นช่วยเหลือประเทศกำลังพัฒนารับมือกับการเปลี่ยนแปลงสภาพภูมิอากาศและลดการปล่อยก๊าซเรือนกระจกถึงแม้ว่าพวกเขากำลังต่อสู้กับวิกฤตการณ์หนี้ของยุโรปอยู่ในขณะนี้ก็ตาม

ตามร่างข้อสรุปโดยรอยเตอร์แสดงให้เห็นว่าประเทศสมาชิกสหภาพยุโรปมีการระดมเงินทุนรวม 4.68 พันล้านยูโร ตามประมาณการในปี 2010 และ 2011 เพื่อทำตามคำมั่นที่จะจัดหาเงินทุนจำนวน 7.2 พันล้านยูโรให้ในปี 2010-2012
ตอนหนึ่งของเอกสารฉบับนั้น กล่าวไว้ว่า"เมื่อพิจารณาความท้าทายทางเศรษฐกิจและการคลังที่เรากำลังเผชิญอยู่ในขณะนี้ นี​​้เป็นการแสดงให้เห็นถึงความมุ่งมั่นของเราที่จะทำตามคำมั่นที่เคยให้ไว้ในความตกลงแคนคูน (การประชุมสุดยอดสภาพภูมิอากาศ) และต่อกลุ่มประเทศอุตสาหกรรม (G20) ที่จะต่อสู้กับการเปลี่ยนแปลงสภาพภูมิอากาศ"
องค์กรอิสระให้ความเห็นเกี่ยวกับการลงนามในครั้งนี้ว่า เป็นการให้ความหวังว่าวิกฤติการณ์หนี้ของยุโรปจะไม่ทำให้ประเด็นด้านสิ่งแวดล้อมหลุดออกไปจากแผน แต่ได้แสดงความกังวลเกี่ยวกับแหล่งที่มาของเงินว่าอาจถูกยักย้ายมาจากเงินงบประมาณส่วนอื่นมิใช่เงินก้อนใหม่แต่อย่างใด
Ms. Lies Craeynest ที่ปรึกษานโยบายการเปลี่ยนแปลงสภาพภูมิอากาศ บริษัท Oxfam แห่งสหภาพยุโรปกล่าวว่า "หากมองดูทีแรกดูเหมือนว่ารัฐบาลยุโรปจะทำได้ดีที่ทำตามคำมั่นที่เคยให้ไว้ว่าจะช่วยเหลือประเทศที่ยากจนรับมือกับการเปลี่ยนแปลงสภาพภูมิอากาศอย่างฉับพลันและผลกระทบที่ตามมา แต่เมื่อมองลึกๆลงไปจะเห็นว่านี่เป็นเพียงการเปลี่ยนชื่อจาก กองทุนช่วยเหลือการพัฒนา มาเป็น กองทุนช่วยเหลือสภาพภูมิอากาศเท่านั้น”


เงินหลายพันล้านยูโรของสหภาพยุโรปเป็นส่วนหนึ่งของความมุ่งมั่นที่จะจัดสรรเงิน 30 พันล้านดอลลาร์ให้แก่ประเทศกำลังพัฒนา ในระหว่างปี 2010 และ 2012
ที่เรียกว่า"เงินกองทุนเริ่มต้นอย่างรวดเร็ว" ตามคำมั่นที่ให้ไว้ในการประชุมสุดยอดสภาพภูมิอากาศ ณ กรุงโคเปนเฮเกน ในปี 2009 เงินกองทุนดังกล่าวจะนำไปช่วยเหลือประเทศต่างๆในการปรับตัวทันที
ผลจากการประชุม ณ เมืองแคนคูนในปี 2010 ทุกประเทศยืนยันที่จะระดมเงินทุนปีละ 100 พันล้านดอลลาร์จนถึงปี 2020 เพื่อใช้เป็นกองทุนระยะยาว
เมื่อเงินกองทุนเริ่มต้นอย่างรวดเร็วหมดอาจจะมีช่องว่างของกองทุน Ms. Craeynest กล่าวเสริมว่า "ในขณะนี้มีเครื่องบ่งชี้น้อยมากว่าพวกเขายินดีที่จะนำเงินมาวางเพิ่มบนโต๊ะหลังจากปี 2012”  
คำแถลงการณ์ตอนหนึ่งของสหภาพยุโรปหลังการประชุมรัฐมนตรีการคลัง กล่าวว่า มีความจำเป็นอย่างยิ่งที่จะต้องกำหนดเส้นทางในการ ”ปรับเพิ่มเงินกองทุนสภาพภูมิอากาศระหว่างปี 2013-2020"
บริษัท Oxfam และองค์กรอิสระอื่น ๆ มีความกระตือรือร้นที่จะจัดตั้งกองทุนสภาพภูมิอากาศที่มีแหล่งที่มาของเงินแน่นอนและเป็นแหล่งใหม่ จึงร่วมกับ World Wildlife Fund (WWF) หยิบยกข้อเสนอ – สำหรับการอภิปรายในการพูดเรื่องสภาพภูมิอากาศ ณ เมืองเดอร์บัน ซึ่งจะเริ่มต้นในราวปลายเดือน พฤศจิกายนนี้ -- เพื่อระดมเงินทุนจากราคาคาร์บอนซึ่งจะบังคับใช้กับการขนส่งสินค้าระหว่างประเทศ

Announcement and Call for Papers

The Tenth International Conference on 
Nuclear Analytical Methods in the Life Sciences (NAMLS10) 
will take place on 15-20 January 2012 in Bangkok, Thailand.

The purpose of this conference is to discuss the development of 
nuclear and radiation techniques useful in the life sciences. 
The fields of interest include biology, biochemistry, medicine, 
agriculture, food sciences, plant sciences, nutrition and environmental sciences.

Conference topics shall preferably include, but not limited to
instrumental (INAA) and radiochemical (RNAA) neutron activation analysis, 
particle-induced x-ray emission (PIXE), 
energy-dispersive x-ray fluorescence (ED-XRF), 
inductively-coupled plasma mass-spectrometry (ICP-MS), as well as metrology.

1. Program Overview & Eligibility Requirements
The Junior Research Fellowship Program supports Thai post doctorants graduated in 2007 or after,
who intend to spend two (2) to six (6) months scientific stay in a laboratory in France. All fields of
research are concerned, only the excellence of the project is considered.
2. Selection Process
In order to identify the successful candidates, the selection committee will consider:
The scientific and technical quality of the project
The methodological rigour of the project
The long term scientific and/or technical benefits
The adequacy with the candidate background & knowledge
3. Selection Schedule
Deadline for Submission: December 18
th, 2011
Results at the end of January 2012
Departures can be from February 15
Return trip has to be before December 31
